CLEAR Unit

In the summer of 2006 the division took an affirmative step in combating crime issues and increasing response to community needs when the Community Law Enforcement Action Response (CLEAR) Program was instituted. The program's mandate is based on two distinct policing concepts which address proactive law enforcement and community involved policing. The program concentrates officers' efforts in specific neighborhoods by providing both a permanent day time presence and night patrols. The program is currently addressing the following neighborhoods and areas: Cardinal Valley, Martin Luther King area, Georgetown, Winburn, Eastland, Woodhill, Centre Parkway, and the areas surrounding the University of Kentucky.

The program's implementation resulted in the formation of two distinct units: the Neighborhood Coordinators and the Response Officers. The Neighborhood Coordinators focus their efforts on citizen complaints and quality of life issues by working closely with other divisions within the LFUCG, community members and private businesses. The Response Officers proactively address crime trends and patterns in a timely and through manner through specialized and directed patrol techniques. The two units work together to ensure citizen's complaints and needs are addressed to the best of the police department's ability. The units work with other bureaus and sections within the Division to ensure all available resources are used to serve the community. The units also work directly with members of the community to proactively address foreseeable future issues and abate neighborhood concerns at their root cause.

The Division of Police expanded the program in 2007 by adding more officers to both the Neighborhood Coordinator and the Response Units. The CLEAR Unit currently consists of 25 officers, 3 sergeants, and a lieutenant and is based at the West Sector Roll Call Center on Old Frankfort Pike.
